Drew Phelps is a land use and development professional with more than eight years of experience guiding complex entitlement and infrastructure projects across California’s Central Valley. As a former Director of Forward Planning for Woodside Homes, Drew managed projects from due diligence through final bond release — coordinating teams, navigating municipal approvals, and consistently delivering new communities ahead of schedule.

Before that, he served as Land Development and Entitlement Manager for Granville Homes, overseeing a portfolio of more than 2,000 single-family lots, hundreds of multifamily units, and millions of square feet of commercial and industrial development. His work blended technical expertise in planning and policy with hands-on leadership of large-scale infrastructure improvements, including arterial roadway widening, bridge construction, and water treatment facilities.

Drew’s background bridges public policy and private development. A former California Assembly candidate, he understands how to translate regulatory frameworks into real-world results. He previously served on the Board of Directors for the Building Industry Association of Fresno and Madera Counties, where he helped advocate for housing and infrastructure policy throughout the region.

Today, Drew brings this experience to his consulting practice — created to simplify the land use and development process for clients of all experience levels. Whether working with seasoned builders, investors, or first-time landowners, his approach is rooted in clarity, collaboration, and practical strategy.
